What the DGI requires
Panama's Dirección General de Ingresos (DGI) rolled out the country's electronic invoicing system (SFEP) progressively: paper invoices and traditional fiscal printers have been replaced by the Comprobante Fiscal Electrónico, a digitally signed XML document that must be authorized before it reaches the customer. Businesses invoice through an authorized PAC (Proveedor de Autorización Calificado), the technical intermediary registered with the DGI that validates each document, transmits it, and returns its unique authorization code (CUFE) in seconds.
In practice, compliance means four things: issuing every document in the DGI's XML format, obtaining online authorization through a PAC before delivery, applying the correct ITBMS rate per product line (7% general rate plus special rates and exemptions), and retaining the electronic backups. For foreign companies operating Panamanian subsidiaries, this is a hard local requirement. A global billing system with no connection to an authorized PAC cannot produce a fiscally valid invoice in Panama.
