What Hacienda requires
Electronic invoicing in Costa Rica is regulated by the Ministerio de Hacienda through the Dirección General de Tributación (DGT). Every comprobante electrónico is an XML document carrying a 50-digit clave numérica and a consecutive number, signed with the issuer's cryptographic key and transmitted to Hacienda, which answers with acceptance, partial acceptance or rejection.
Version 4.4 of the comprobantes electrónicos has been mandatory since 1 September 2025, and earlier versions can no longer be issued. Since 6 October 2025 tax procedures run through TRIBU-CR, the platform that replaced the ATV (Administración Tributaria Virtual), with TicoFactura as the free official issuer inside it. If you are still on a 4.3 integration or on an ATV-era workflow, that is the gap to close first.
FacturaHQ does not hold provider status itself. It issues through Alanube, our authorized electronic invoicing provider, which operates under the technical framework the DGT defines.

Export invoicing
exports of goods and services are exempt from IVA, and the factura de exportación records that treatment

the general rate is 13%, with reduced rates and exempt items applied per line rather than per invoice
Version 4.4 receiver data
the expanded fields the 4.4 schema asks for, including the receiver's economic activity code
Several legal entities in one tenant
separate cryptographic keys and consecutive ranges per company
Hacienda responses stored
acceptance, partial acceptance and rejection kept against each document, not just the last state
Queue and resend
documents wait and retransmit automatically when Hacienda is unreachable
Products that power this
FacturaHQ issues the comprobantes. CifraHQ is the cloud ERP behind it, with ledgers, receivables and inventory in the same tenant, so cloud accounting and invoicing share one set of numbers. For how P4 Software works on the ground in the country, see P4 Software in Costa Rica.
